整體規劃概念 Design Concept
一、延續的生態網路
防疫中心主體建築，以」圍合」的概念，塑造一個具有生態公園特色的開放空間，並利用和緩的地形變化與基地西南側的中央綠帶連接，形成一延續的生態網路，創造多層次混生的綠化環境及多樣的生物棲息地。臨生園區外圍環道的北側，為本中心主要入口，而地下車庫出入口則設置於基地東西兩側。
1. Extensive Ecological Network
The architecture of Center for Disease Control (CDC) encircles a central ecological park to form as an open space, and it connects the central green belt at the south side with gradual landscape. By extending the existing green belt, and inserting a heterogeneous and hybrid vegetation, it creates a bio-diversified habitat and continues the ecological net work into the site.
Main entrance of the CDC will be located at the north side adjacent to the outer ring road of Biomedical science park, and the entrance to the on site underground parking will be located on the east and west side.
二、永續及人性化的工作環境
景觀中庭的開放性提供實驗室、研究及辦公空間良好的通風採光與景觀條件。
而幽靜的水面、天空倒影、草坪和樹蔭將是這個中庭重要的自然元素，提供實驗研究及行政辦公人員一個可以舒緩壓力與情緒的環境。準建築人手札愛你唷
2. Sustainable and Human-friendly Work Environment
The open central park provides an excellent condition for ventilation and natural lighting. The tranquil pool, the reflecting sky, the meadow and the shadow comprise a best outdoor place for CDC's staff to relax and release working pressure. The surrounding pedestrian network provides a physical communication for the staffs from different department.準建築人手札愛你唷
三、高效率科技聚落
經過垂直項整合的實驗空間及辦公空間群組，以獨立的服務串聯，蜿蜒環繞著生態公園，並向園區中央綠帶延伸。配置得宜的服務核，除了有效率地運送工作人員至各樓層外，也區隔了各個不同的實驗室群組。此外，服務核除了是本工程分期的介面之外，也將作為未來擴建的銜接點。
3. High Efficient Science Cluster
Groups of vertically integrated labs and office groups are each linked by service cores. It surrounds the central wetland, extends and opens up to the central green belt. Appropriately located service cores efficiently transport staffs to individual level, and in the mean time provide a separation between different lab groups. From the construction stand point, service cores will also serve as an interface and connecting point for the second phases of construction and future expansion.
四、空間的內聚性與公眾的可及性
實驗室及辦公空間設置於三樓以上的樓層，空間的安排乃依照其空間層級(附屬vs主要)由外側向中庭方向依序配置，形成防疫中心空間的內聚性格。而屬於公眾服務的設施(如陳列展示、教育訓練等)，則配合中央公共綠帶的高程，設置於一、二樓，提高了公眾的可及性。通過有效的門禁系統管制及動線區隔，達到互不干擾的目的。準建築人手札愛你唷
4. Inward spatial planning and accessible public facility Labs and offices are placed from the third floor up. Depending on its attribute and where is in the whole spatial hierarchy (closed service V.S. open lab, offices), spaces are arranged from outside toward to center open courtyard to form a inward spatial planning. Public facilities like exhibition space, training and dinning facilities will be place on the second floor in coordinating with elevated central green belt for an easier public accessibility with clear access control and separation of circulation.
五、環保的生態建築
緣於顯微世界的有機形式，有如細胞膜的建築篷架皮層分別整合了行政大樓及實驗大樓的建築量體，並提高了兩幢建物的辦識性。在皮層上設置了太陽能光電系統及遮陽裝置（行政大樓西側），結合輕量化的建築結構、環保的構造材料及節能的設備系統，共同體現了防疫中心建築健康、永續環保的形象。
5. Environmental Green Architecture
Two separate building masses are integrated through an organic shape of skin. Inspired from the image of cell structure under an electron microscope, the skin not only gives CDC a better visual identification and also acts as a solar panel and shading device as well. Light weight construction, environmental material and energy saving system all together portrait the positive image of a green sustainable institute which Center of Disease Control is set out to achieve.準建築人手札愛你唷
