設計概念 Design Concept
「科學上每一個重大進展都是源自於創新大膽的想像力」
約翰杜威在其著作《對確定性的追求》中說「科學上每一個重大進展都是源自於創新大膽的想像力。」闡述科學的研究調查工作中，好奇心與求知慾更為重要。為了傳達行政院衛生署防疫中心的本質，本案的建築設計必須展現研究人員對科學的熱忱與執著。而防疫中心在對其服務的大眾展開雙臂的同時，也要提升其研究單位內部最大的凝聚力。
新竹生物醫學園區入口大門意象
行政院衛生署防疫中心位於新竹生物醫學園區入口處，其景觀屋頂層與園區的中央綠帶一脈相連，建築物以當地傳統客家三合院的配置型態圍繞基地，中間為一個大型的公共中庭廣場。它以擁抱的姿態，歡迎每一個搭乘高鐵與步行而來的訪客，也能促使研究人員與大眾之間得以交流與互動，傳達出整個新竹生物醫學園區的入口大門意象。
建築量體與戶外空間一體成形
設計團隊以一大片綠意盎然的綠地來呈現出強烈的視覺形式風格，將建築物的屋頂開放成為供大眾使用的空中花園，而達到永續建築的開放空間目標。準建築人手札愛你唷
中庭廣場與景觀屋頂層以步道串連交織成為一體。在通往景觀屋頂層的動線上可以透視防疫中心內部，透過視覺交流，象徵防疫中心成功運作所不可或缺的職場合作倫理。
以客家文化為主體
在深入瞭解當地客家文化的精神與內涵後，防疫中心的設計團隊決定從其精神上去創新，而非形式上的沿襲以現代的表現手法來詮釋客家的主要精神。建築量體以三合院空間形成向內凝聚的氛圍，內聚事的中庭廣場，讓人們在此產生交會、交流；中庭廣場的水景與竹圍、地層鋪設的板岩，充份的將當地的地理景觀呈現出來，喚起居民記憶，讓大家知道當地的人與水多麼的緊密，環境是多麼的宜人，其量體形式亦成為抵抗強烈東北季風的屏障。準建築人手札愛你唷
促進與大眾間的互動與交集
為更近一步地促進防疫中心人員與一般大眾彼此間的互動，本案在公共中庭廣場與景觀屋頂層內，規劃大量彈性使用的開放空間，提供舉行各種動態及靜態活動的場所。例如：當地文化特色主題的藝術品與雕塑品的設置、正式與非正式的聚會、景觀屋頂層內的生態教育以及當地議題的討論等。
機能與環境品質兼顧
簡潔流暢的建物與基地之關係，不僅達成開放給大眾使用的意圖，同時達到機能的要求；一氣呵成的設計，也使一、二期建築工程緊密地結合在一起，完整的呈現。中庭廣場與景觀屋頂層在呈現出一股戶外休閒的輕鬆氛圍的同時，也達到高效率組織運作及嚴密的保全要求。在開放給大眾使用的同時，也整體規劃出高效率之人流、物流及服務流之動線系統。設計時所採取的動線策略，可使各種不同類型之空間，同時達到簡易並有效率的運作成果。準建築人手札愛你唷

AS A SPIRITUAL SYMBOL
As John Dewey suggests above in The Quest For Certainty, scientific study and research can only be as great as the curiosity and inquisitive nature with which it begins. To serve as a symbol of its ideological nature, the architecture of the Taiwan Centers for Disease Control (CDC) must embody the same fervor and determination found in its researchers' quest for scientific progress. It must also promote connectivity and cohesion within the scientific community at large while opening its arms to the public which it serves.Forgemind.Net Loves You
THE 「GATEWAY IMAGE」 OF THE BIOMEDICAL SCIENCE PARK
As a literal extension of the green belt, the CDC orients itself around a large public courtyard, becoming the symbolic gateway into the Hsinchu Biomedical Science Park. Its embracing form welcomes visitors arriving by train and on foot, and spurs interaction between researchers and the public.
SEAMLESS AND COHESIVE DESIGN OF OUTDOOR SPACE AND BUILDING MASS
As a highly visible gesture toward sustainability and the team's desire to transform the building into a public amenity, the green belt lifts to become an occupiable landscaped roof, and in doing so, maintains the equivalent of nearly the entire site as open space. The plaza and roof are woven together with a public recreational path that ascends the landscaped roof, affording glimpses into the inner workings of the CDC and symbolizes the cooperative working ethic integral to its success.
HAKKA CULTURE IMPLEMENTATION
In acknowledgement of local traditions, the new CDC embraces the regional Hakka culture through modern representational strategies of core principles. The most public of all spaces, the central plaza and the landscape roof, have been considered in terms of overall articulation, massing, materials and amenities and are indicative of the Hakka vernacular. At ground level the CDC assumes a three-sided courtyard configuration that is punctuated by planted bamboo and water features with a unifying slate paving that results in a plaza protected from the strong prevailing winds. Additionally, abstractions of local farmland patterns are legible across the landscape roof and the central plaza.
MAXIMIZE PUBLIC INTERACTION AND CONNECTIVITY
To further engage the local community and maximize interaction with the general public, the CDC provides substantial amounts of flexible open space both on the plaza level and on the landscape roof to accommodate a variety of passive and active uses. Uses will include the installation of local art and sculpture, formal and casual gatherings and educational experiences related to the natural ecology implemented on the landscape roof or discussions related to local concerns.
HIGHLY FUNCTIONAL AND A PUBLIC AMENITY
The simple building-to-site relationship combines the desires of public openness and accessibility with a seamless, cohesive design through two building phases, and also achieves a high level of efficiency in a framework that is logical to its functions in the design of the CDC. While the design of the CDC presents a relaxed feeling of public accessibility, it is also highly efficient in its organization and security. Just as the landscaped roof and plaza make efficient use of the site by giving back a majority of its area to pubic use, the circulation system works to efficiently lead people, logistics and services through the project. HOY Architects & Associates was collaboratively by Charles Hsueh, Mark Ongg, and Geoffrey Yang. Mr.Hsueh obtained master degree in Architecture, University of Southern California, U.S.A in 1981. Mr.Hsueh is member of AIA, California architect board and Taiwanese architect Association. He won the Ninth Annual Award of the most distinguished Architect of the Republic of China in 2007. Mr. Ongg obtained master degree in Architecture, Illinois Institute of Technology, U.S.A. He is a resisted Architect of AIA in both states of Illinois and California. He is a member of Taiwanese architect Association. In 2008, He won the tenth Annual Award of the most distinguished Architect of the Republic of China. Mr. Yang graduated from the Department of Architecture, Feng Chia University. These three partners set op HOY Architects & Associates in 1986.
HOY Architects & Associates is divided into three studios, each studio runs its own business in some specialized area independently, thus, we have the advantage of information exchanging, resource and experience sharing with each other.
The internal management style of HOY is to give each project team full authorization and offer staffs.
