劉培森建築師 + CUH2A 獲「衛生署防疫中心」國際競圖首獎

中華民國之研究及檢驗實驗室即將開啟國際級專業建築新紀元 ！

中華民國內政部營建署代辦之「中華民國行政院衛生署防疫中心興建工程 國際競圖」，在全球建築師競逐下，經過兩階段評審，終於在2009年3月25日選出首獎—劉培森建築師事務所與美國的CUH2A, Inc. Architecture Engineering PLA / James Theodore Hall, Jr 組成之設計團隊，日後將與衛生署及營建署協力完成防疫中心設計興建計畫。

競圖第二名為宗邁建築師事務所及美國 HARLEY ELLIS DEVEREAUX 共同組成之團隊，獲得獎金新台幣100萬元；第三名為大矩聯合建築師事務所，獲得獎金新台幣60萬元。

四名佳作分別為日本的 Shuhei Endo 遠藤秀平、美國的 TAG design works, Inc 及 Mario Cipresso (Studio Shift, Inc.)，與來自義大利的 Manfredi Nicoletti，每名獲得新台幣20萬元獎勵金。

首獎劉培森建築師曾主持設計長庚醫院，具有豐富醫療建築專業的經驗，美國CUH2A更是國際知名的實驗室建築領航者，其設計代表作包括:國家衛生研究院(美國NIH)，疾病管制中心(美國CDC)….等，並設計超過50座生物安全等級BSL3或BSL4的設施，是極具信譽的生物安全領域的專業工程領導者。以國際級的醫療建築權威加上滿足我國特殊的在地條件需求，劉培森建築師團隊在七名入圍者的激烈競爭中，獲得評審的青睞，高票勝出。

「中華民國行政院衛生署防疫中心」基地位於新竹縣竹北市，新竹生醫園區內。主要空間包括行政中心、國家衛生指揮中心、實驗室及研究檢驗中心…等，據執行單位營建署表示，本案之所以採國際競圖的方式取得一流設計，乃是宣示台灣對防疫醫學研究與世界接軌的決心，並期待藉此為台灣成就一個國際級的防疫中心，引領中華民國積極參與國際防疫事務，建立與世界各國密切的合作關係。

防疫中心總工程預算達新台幣22億8300萬元，設計監造費為工程建造費百分之九。國際競圖自去年公告招標後，就引起國內外相關領域的建築大師注意，共計有29個建築團隊參與角逐(國外18家、國內11家)，第一階段評選選出7名入圍者（國外4名、國內3名）可進入第二階段評選(決選)。入圍決選之建築師所表現的創意與專業能力，都令評審折服不已，評審結果，劉培森建築師團隊最終以其堅強的合作團隊、優異的規劃理念及多層次有效率的安全管制設計獲得首獎。

防疫中心國際競圖七名得獎者的設計圖、模型，將於2009年4月13日起到5月31日止，在國立台灣科學教育館的九樓公開展覽，參觀本展覽者可免費入場。

2009年4月24日上午將於展覽現場舉辦展出茶會與得獎作品設計理念研討會，主辦單位歡迎大眾參加此一以實驗室專業為導向的建築設計盛會。

The Announcement of Final Winners for Taiwan Centers for Disease Control Complex International Competition

Ricky Liu & Associates + CUH2A, Inc. Architecture Engineering PLA is awarded First Prize for the Taiwan Centers for Disease Control Complex International Competition. The project will create a new international architecture era for the Research & Diagnostic Laboratory facilities.

The First Prize project for the Taiwan Centers for Disease Control Complex International Competition has been selected from the seven-shortlist participants on March 25th, 2009. The First Prize winner is the joint tender team of Ricky Liu & Associates (Taiwan) + CUH2A, Inc. Architecture Engineering PLA / James Theodore Hall, Jr (USA).

Ricky Liu & Associates is an experienced architect in medical & hospital design and CUH2A, Inc. is a global well-known laboratory architecture design company. The representative projects include: U.S. Centers for Disease Control and Prevention Building 18, Emerging Infectious Diseases Laboratory, Atlanta, GA, USA and National Institutes of Health, C.W. Bill Young Center for Bio-defense and Emerging Infectious Diseases, Bethesda, MD, USA…etc. The CUH2A has finished over 50 facilities of BSL-3 or BSL-4 laboratories and is a frontier of bio-safety facilities designer. The winning team was selected not only because of its professional laboratory design team but also fulfilling the local special requirements.

The project site is located in the Hsinchu Biomedical Science Park in Hsinchu County. The complex will include: an Administration Center, a National Health Command Center, and a Laboratory & Research Center. According to the Host Organization, Construction and Planning Agency, Ministry of the Interior, the reason to hold an international competition to select the best design is to represent the decision of Taiwan, ROC to keep up with global health trends and to provide optimal facilities for disease control research. It is convinced that a superior custom-built structure will expedite Taiwan's enthusiastic effort in international disease control, and promote close and cooperative relationship with the international community.

The project budget is 2.283 billion Taiwan dollars (about USD 65 million) and design fee is 9% of the total construction cost. There are 29 teams (18 teams from foreign countries and 11 teams from Taiwan, ROC) from all over the world to participate in this international competition. Seven entries (4 teams from foreign countries and 3 teams from Taiwan, ROC) were selected to enter into stage two competition. The jury was convinced by the creative concept and professional ability represented by all seven entries. Because of the professional cooperation team, creative design concepts, and multi-layer & efficiency security control design, the Ricky Liu + CUH2A team was awarded First Prize.
