行政院衛生署防疫中心興建工程委託規劃設計及監造技術服務案

規劃理念

本案依設計空間需求分為第一期之研究檢驗中心,與第二期之行政大樓。研究檢驗中心配置於基地西側,為九層樓之實驗大樓,建築主要立面面向高鐵新竹車站,成為區域性的地標建築。動力中心獨立設置,滿足防疫中心整體穩定的能源供應、設備運轉與方便維修等需求。

行政大樓則配置於基地北側,為六層樓之辦公大樓,以圓弧造型量體退縮出前庭廣場,於北側設置主入口,由此方便人員進出的統一管理。大禮堂則配置於基地東側,作為多功能彈性使用之集會與休閒空間。

Planning Conception

The Project includes the Phase I 「Research and Diagnostic Center」 and the Phase II 「Administration Center」 based on space requirements of the program. The Research and Diagnostic Center, as the landmark in the region, is 9-level laboratory building located in the western site with its façade facing the Hsinchu High Speed Rail Station. Taking a full consideration of the total power supply, mechanical running and their maintenance, the 「Power Center」 is designed as a separate building to the CDC campus.

The Administration Building is consisted of 6 floors located in the north of the site. The arc building setbacks away from the front plaza and allocate the main access at the north side centralizing the control on staff's access. The large auditorium sits at the east of the site for the purpose of flexible space for gathering and recreation.

安全管制

園區內之人員安全管製為本案設計時之重要課題。公共區域包括疫Q館、健康中心、教育訓練中心及會議廳可供一般民眾到達,並於北側主入口與南側景觀入口以初級人力管理方式,設置駐衛警予以監控。員工管制區域包括辦公室、國家衛生指揮中心、實驗大樓等以身份辨識刷卡管制進出;其中「實驗大樓」以多層次管制方式,完全避免非相關人員直接進入該建築物,以達成有效之控管。準建築人手札愛你唷

Security Control

It is a key issue in the Project Planning to plan the staff's security control. Public areas including the Epidemic Educational Hall, Health Center, Education Center and Conference Center are all open to the public. The accesses at the North side and the landscaping one at the South will be stationed with security guards by manual control. Staff control area including offices, the National Health Command Center, Laboratory Building and so on requires Card-Access Control. The Laboratory Building is especially designed with multi-checking access control system to thoroughly stop those with no permission accessing the Building, so that the control will be effective.

基地環境特性環境特性

基地呈南北長向東西短向的走向,西側面對高鐵新竹站配置高樓層的研究檢驗中心,形成生物醫學園區的地標;北側沿園區服務道路退縮20公尺帶狀廣場,形塑入口意象;行政大樓在北側入口以玻璃通廊與研究檢驗中心連接,圓弧造型主要量體由東北側逐層降低延伸至東南側,阻擋基地常年東北季風,並與研究檢驗中心圍塑出主要景觀中庭;南側結合園區綠帶規劃生態密林,傳達生物醫學園區生態景觀的精神。準建築人手札愛你唷

Characteristics of Site

The site runs from roughly northeast to southwest with a configuration of longer at the north and the south while shorter at the east and west. Its west faces Hsinchu High Speed Rail Station where allocates a high building in which the Research and Disease Control Center locates, facilitating a landmark of the Biomedical Science Park.

At the south it setbacks from the roads alongside in the Park for 20m wide to form a plaza in belt shape, creating the perception of entrance to the complex. At the north entrance of the Administration Building a glass corridor is planned accessing to the Research and Disease Control Center. The building volume of a arc design descends level by level from the northeast to the southeast, resisting the Northeast Monsoon throughout the year. The building integrated with the Research and Disease Control Center creates a greenery courtyard surrounded by landscape. To the south it plans dense ecological forest blending with the greenbelt inside the Park, representing the spirit of ecological landscaping the Biomedical Science Park adopts.

由生態、健康、安全、資源共享的規劃理念出發;以安全完整架構矩形量體結構嚴謹的研究檢驗中心,並和生態綠化的圓弧量體行政大樓共同圍塑,自然形成環境中心的節點空間,配置可供人員共享交流的餐飲休閒區,提供完善的健康生活環境。

Spatial Structure

Based on the planning conception of ecology, healthiness, safety, share of resources, the Research and Diagnostic planning adopts module design for the purpose of safety and rigidity. Its integration with the arc building of ecology and greenery shapes an articulation naturally at the center, facilitating a dining and recreation space for communication. Through such a spatial design it offers people a healthy and comfortable environment.

擴建計劃

考量增建的可行性,原有動力設備及實驗人員辦公空間共用的經濟性,及整體規劃的完整性,未來研究檢驗中心的擴建,由原大樓南側辦公區向南延伸,依實際需求計劃增設實驗室,達成計畫目標。

Extension Project

In the consideration of feasibility for extension, the economy effectiveness of original power equipment and the public office spaces for staffs, and the integration of overall planning, the Research and Disease Control Center shall have its southern office area extend further to the south according to its extension project. Based on the actual requirements it is to plan the extension to labs and achieve the goals as scheduled.

Design Conception

Based on the overall landscaping concept and planning of the Hsinchu Biomedical Science Park , the Center for Disease Control is designed as follows:
In the south side is planned with a bushy area to integrate with the Greenbelt in the Hsinchu Biomedical Science Park.
The integrated diverse landscaping elements and the ecological values facilitate the ease of a perching environment full of mutual creature thriving and coexistence.

動線系統

基於整體安全管制考量,防疫中心的員工車行動線與防疫物資動線是完全分開的。員工及訪客地下停車場進出動線採單一方向設計,由基地東北側進入,而出口則設於基地西北側。基地東南側為防疫物資之專用出入口。機車停車場統一設置於基地南側,其與園區中央綠帶間所形成的峽谷成為防疫中心與外界的天然屏障。準建築人手札愛你唷

Circulation Planning

For the safety and security consideration, the staff and logistic flow of the traffic are designed separately. The entrance of the staff and visitors underground parking is designed north-east to the site and the exit is designed north-west to the site. The truck entrance to the south-east of the site is designed for the R&D Center and storage room for sudden epidemic outbreak only. A Motorcycle Parking is set in the southern site. It integrates with the Greenbelt of the Science Park to shape a natural barrier separating the CDC campus from the outside.

Flow & Circulation

The visitor, conference and educational spaces of the Research & Diagnostic Building that celebrate the significance of TCDC's science are crucial to supporting the Center's vision and guiding principles. Visitor flow through the facility to promote good will is central to the design proposed by Ricky Liu Architects and CUH2A. Safety for the visitors, and security for the research data is maintained through the use of view windows along visitor tour path outside direct confines of the laboratory environment. Each floor, including the High Risk BSL-3 spaces located in the basement level include this concept. In so doing, visitors will be allowed to observe the workings of the spaces, without the risk of exposure from the benchtop work. This concept also minimizes the impact of periodic disruptions to the laboratories from visitors taking tours.

造型語彙 Form

逐層退縮的建築量體

行政中心融合基地環境特性,以圓弧型建築量體形塑景觀中庭,於中心圓形交誼休閒空間自然形成簇群節點。東北向立面造型由底層向上逐層退縮形成自然弧面,降低量體的壓迫感;立面採用大片玻璃的金屬構架帷幕牆,增加北面的自然採光,營造融合自然環境的現代生物科技中心意象。

建築量體的南向立面,因應自然,以逐層退縮形成的綠化平台和景觀迴廊的設計,營造綠意、自然、節能、舒適的辨公生活環境。

Building Volume of Setbacks

The Administration Center is integrated with the characteristics of the Site environment. The building volume adopts the arc design to create an atrium surrounded by landscape. A central space for communication in a circle shape naturally forms an articulation. The northeast-oriented elevation setbacks from the bottom to the top level by level, simply shaping a cambered surface and cushioning the oppressiveness of the building mass. The elevator uses structural curtain wall design with integration of large plate of glass and metal frame facilitating the day light to the north side, creating the perception of a modern biotechnology center integrated with the nature.

The southward elevation of the building adopts level-by-level setback design to form platforms of greenery responding to the nature, developing a environment for offices and life in the ease of green, nature, energy conservation and comfort.準建築人手札愛你唷

動線流暢的室內空間

以空間屬性的特性,依公共性,半公共性及安全管制性的原則,規劃由下而上的樓層配置,依強、中、弱的等級區劃合理安排;以低樓層數單層樓地板面積大的平面規劃,減少垂直動線上的阻礙,達到平面使用最佳的效率及彈性。準建築人手札愛你唷

利用環繞室內中庭的迴廊及1.5公尺寬上下樓層的連接樓梯,使水平及垂直方向的動線流暢而有效率;透過室內挑空中庭引進自然的光線,並增加空氣的對流,達到明亮、舒適、省能的目標

Smooth Circulation Inside

In adherence to the characters of spaces and based on the principles of publicity, semi-publicity and safety control, building floors are planned in a bottom-up mode and divided rationally according to different grades of strong, medium, and weak. The lower levels of the building are planned with large floor areas to reduce obstacles to vertical circulation, facilitating the best efficiency and flexibility of floor planning.準建築人手札愛你唷

Utilize the access corridor of inner circuit and 1.5m-wide elevators in connection between upper and lower floors to enhance the smoothness and efficiency of the vertical and horizontal circulation. The high atrium introduces natural daylight inside the building enhancing the inner ventilation to reach the purposes of brightness, conform and energy

公共衛生領域的經驗 Public Health Experience
CHU2A 於美國為19個國家級公共衛生機構提供服務,經由參與面談,深入研究與親身設計使我們體認公共衛生工作的任務與方法。這些機構必須處理大量臨床與環境中取得的樣品,並進行診斷與化驗分析。流行病學中對疾病的監控與疫情的研究是保衛大眾健康的兩大要素。這類設施是對抗生物戰,高危險性傳染病與未知疾病原的前線。這些機構在地區提供美國實驗室反應網絡(Laboratory Response Network) 參考實驗室的功能或為CDC做結果再確認的工作。

新近成立的公共衛生研究機構希望儘量運用各類科技。因為要將診斷服務,化學分析,生物性,輻射性,未知物質甚至訓練活動整合入單一建物對設計者是一大挑戰。因為此類設施必須有能利用新科技把有效保全,安全的工程系統與組件整合以因應需求的設計反應能力。例如:

• 在開放性的實驗室環境中配備可靠的高生物感控實驗室,使設施使用性及彈性增加但又能減低感染風險。
•由於季節性及事件性的大量檢體湧入,新設計之實驗室能彈性因應突發任務又能兼顧日常任務不受干擾。
• 具備新的大型訓練設施也是公共衛生機構的新趨勢。身為反應第一線,公共衛生工作人員必須訓練非實驗室人員處理檢體,及分支機構人員之專業訓練。
• 設計高品質及適切的工作環境,移除環境障礙。改善擁擠,基礎設施不足及無法擴充及應變等問題。
• 提供工程經驗與價格資料,預先評估造價使之合理,讓預算之安排及執行能符合政府單位之原則及責任。
公共衛生之設施之設計並無一定之模式,除了一些共同需求與要件外因地及功能之差異,影響案件之任務與目標。我們建議公共部門最好的方案,公共部門也相對剖析我們經驗中相關案例設計之緣起及過程以瞭解採用相關技術之原因及尋求新的創意。唯有如此才能成就工程與密切合作。

我們也積極參與與贊助公共衛生實驗室協會(APHL)藉以提昇CUH2A設計相關設施之能力及確保貼近市場需求之發展趨勢。準建築人手札愛你唷

高生物安全感控實驗室的經驗 Containment Experience
縱使微生物的研究數十年來已有長足進步,SARS疫情,禽流感及生物戰劑炭疽桿菌散佈的發生,都提醒我們必須儘速發展對抗的科技。因此強力驅使大眾聚焦相關研究及增加預算- 並增設高生物安全感控實驗室之設置。CUH2A 有幸參與並與工程團隊開疆闢土以期符合實驗之需求,執行設計一個國家生物感控實驗中心及五個區域性生物感控實驗中心。

CUH2A 現在執行規劃及設計絕大部分之美國聯邦生物防禦設施,包含:
• 美國國家衛生研究院NIH4個生物防禦設施
• 3個美國疾病管制局CDC生物防禦工程
• 美國國防部生物戰與傳染病設施
• 美國衛生部生物防禦因應設施

農業動物BSL-3 Ag 的經驗 BSL-3 Ag Expertise
CUH2A 於農業相關高致病危險設施有長足經驗,如致命性禽流感,口蹄疫,委內瑞拉馬腦脊髓炎(VEE) 及裂谷熱病毒等。我們設計此類大型動物設施及小型動物設施用於BSL-3 Ag 病原研究的設施包含:
• 美國衛生部/農業部梅島外來動物疾病研究中心升級研究案
• 美國農業部梅島外來動物疾病研究中心改建案研究
• 英國動物健康研究院Pirbright 改建案

CUH2A 於新近完成的美國CDC第18號建物– 佔地44,000 平米的新興流行性傳染病研究中心設計了研究禽流感病原及其他動物高致命病原的BSL-3-Ag 空間。CUH2A 也設計了美國CDC 位於科羅拉多柯林堡的病媒疾病實驗室,及疾病管制局位於亞特蘭大總部72,000 平米的相關實驗大樓。

CUH2A 及我們的下包商Smith Carter 設計了美國國家衛生研究院生物防禦及新興傳染病實驗室包含位於馬利蘭州Bethesda 最新之第33號建物用來研究禽流感病毒之疫苗及治癒方法。

英國Pirbright 動物健康研究院是歐盟及世界衛生組織研究口蹄疫及其他動物疾病的重鎮,CUH2A受邀重新設計該設施,解決其先前所發生的一些問題。該中心重建計劃必須將舊有動物研究院移入新建之實驗室,並將獸醫實驗單位之病毒研究單位遷移並整合。
