Woodman says: By rights, Accordia should have been on last year's shortlist. However, when the RIBA jury visited the scheme they found that they couldn't get access to any of the houses so decided that it couldn't be put forward for an award. The Stirling hasn't had a great record of recognising quality housing developments. After BedZed, Accordia is only the second housing scheme to be shortlisted in the prize's history. However, it would make a very worthy winner.

In a period when the housing sector has become increasingly focussed on the construction of inner-city apartments, Accordia addresses the urgent need to build quality family homes at large scale and a sustainable density.

Woodman says:By stacking its programme high the MCJC has radically re-imagined the nature of a court building. It is not the only sense in which the project has proved innovative: this is one of the first projects to have been delivered through a Smart PFI procurement route. As such, it has to be judged a great success. The build quality is very high and the architects have succeeded in defending the complexity of their original scheme.

Where the project falls apart, however, is in its external expression. A voguish arrangement of randomly-extended cantilevers gives the building the impression of a gigantic filing cabinet – hardly an image that adequately conveys its civic role. All too often, the Stirling has gone to the most spectacular building on the list rather than the best. MCJC is this year's most spectacular project but it would make for a very disappointing winner.

Royal Festival Hall

Royal Festival Hall, London by Allies and Morrison

Woodman says: The inclusion of the Royal Festival Hall refurbishment on the shortlist was unexpected. This is, after all, essentially a restoration project of a grade 1 listed building and where changes have been made they have proved extremely controversial. The introduction of a large number of retail units at ground level has been criticised for the way that it has diminished the civic nature of the public spaces around the building.

The adjustments that have been made to the concert hall itself have been equally contentious. The hall's acoustic performance may be much improved but many have questioned whether the plywood canopy above the stage needed to be junked. Even if it did, it is hard to believe that the canvas sails that take its place are really the best alternative that could have been found. Definitely an outside bet.

Westminster Academy

London by Allford Hall Monaghan Morris

Woodman says: AHMM's citrus-coloured block, which stands alongside London's Westway has established a much needed quality benchmark for Britain's flailing schools programme. In keeping with Westminster's specialism in 「International Business and Enterprise」, the building has been envisaged as akin to the headquarters of a large company.

It is the attention to detail that sets the project apart from other recent schools. The contribution of the graphic designers Studio Myerscough proves particularly significant and never more so than in those parts of the building where money has been in short supply.

Although no school has won the prize previously, Westminster City Academy must be considered this year's favourite. Awarding it the prize would send out a far more useful message about the role of architecture in society than giving it to yet another arts building.
